Smelly Fish Topic

I was on a call with a client talking about an upcoming conference and she mentioned the topic - employee retention was this months' "smelly fish" topic.

I had to ask.

The head of the region had put in place a rotation among the senior team that on a monthly basis one of them would nominate a topic for discussion.

Based on the premise that a fish rots from the head the topic is about an area of the business that's not performing optimally but that everyone else seems to think is someone else's responsibility. Like the smelly fish, that everyone can smell but no one wants to deal with...
